Clusters of Units of Competency
RPL clusters of units of competency, qualifications requirements and assessment methods
Based on the SCS formulated by the Industry, the RPL mechanism will be conducted in the form of clusters of units. Applicants may decide on the level of qualification for the clusters they wish to apply for recognition based on their prior working experience and relevant experience.

Relevant Working Experience
The property management industry licensing regime was implemented with effect from 1 August 2020. Under the criteria of academic or qualifications for holding a Property Management Practitioner (Tier 2) Licence, qualification considered acceptable by the Property Management Services Authority (PMSA) includes five statements of attainment for the clusters of units of competency at Level 4 for the property management industry (one of the statements must be on “Management of Customer Services”) obtained through the “Recognition of Prior Learning” mechanism under the Hong Kong Qualifications Framework.
