Commendation Ceremony of the Watch & Clock and Jewellery Industries

The Commendation Ceremony of the Watch & Clock and Jewellery Industries was successfully held at the Hall of the Institute of Vocational Education (Morrison Hill) on 16 November 2017.


This event aimed at commending the in-service practitioners who have been "upgraded" through the RPL (i.e. re-applied for RPL qualifications of a higher level or a different functional area) and their supporting organisations to recognise their efforts and to encourage other holders of RPL qualifications to continue their studies and improve their professional standards.

Recognition of Prior Learning (RPL) Mechanism of the Logistics Industry:
Special Arrangements Regarding the End of the Appointment Period of the Assessment Agency


The appointment period of the Vocational Training Council (VTC) as the RPL Assessment Agency of the Logistics industry will come to an end on 14 March 2017. The last dates for receiving different kinds of RPL applications are as follows:

  • recognition through assessments: 14 January 2017
  • recognition through documentary verification: 14 February 2017

Apart from that, the five-year transitional period of “Air Freight & Express”, “Shipping” and some “Common” clusters will lapse on 14 March 2017. On or before that date, practitioners could apply for the concerning Levels 1 to 3 RPL qualifications by providing proof of their work experience and no need to go through any assessment tests. With effect from 15 March 2017, practitioners will be required to sit for an assessment test in applying for the above-mentioned RPL qualifications.

Launch of the RPL Mechanism for the Retail industry on 1 December 2014

The RPL mechanism for the Retail industry was launched on 1 December 2014 to enable practitioners to receive formal recognition of the knowledge, skills and experience already acquired. A total of 40 qualifications are offered for industry practitioners to apply.

These clusters cover the areas of land transport and distribution, terminals, warehouse and logistics centre, as well as supporting and ancillary services. Extension of the transitional period for the RPL Mechanism of the Hairdressing, Printing and Publishing, Watch and Clock Industries

The transitional period for the RPL Mechanism of the Hairdressing, Printing and Publishing, Watch and Clock Industries will be extended to 31 May 2015. For the applicants of these industries, “individual portfolio” can be accepted as supplementary evidence on the condition that they agree to opt for assessments in order to obtain the RPL qualifications. For details of the new arrangement, please contact the RPL Unit (Assessment Office).

RPL Kick-off Ceremony for the Chinese Catering Industry

The Under Secretary for Education, Mr. Kevin YEUNG, officiated at the RPL Kick-off Ceremony for the Chinese Catering industry on 7 Jan 2013. The Recognition of Prior Learning (RPL) mechanism for the Chinese Catering industry, which aims to provide a platform for industry practitioners to gain formal recognition of their knowledge skills and prior working experience, was launched on the same day.

VTC will implement the mechanism in cooperation with three collaborating organizations (namely Association of Restaurant Managers, FTU Employment Development Service Limited as well as United Labour Chi Hong Association Limited) with a view to encouraging more industry participation.

RPL Kick-off Ceremony for New Industries (Automotive & Jewellery)

RPL Kick-off Ceremony for New Industries (Automotive & Jewellery) was successfully held on 24 October 2011 at the Chinese Cuisine Training Institute. Around 60 Members from the Industry Training Advisory Committees (ITAC), Preparatory Working Committees for the RPL Mechanism and Planning Sub-Groups attended the ceremony.

The officiating guests of the ceremony were Mr King LI, Chairman of Jewellery ITAC, Mr Pak-tao HO, Convenor of Recognition of Prior Learning (RPL) Subcommittee of ITAC, Mr Addy WONG, Convenor of Education & Training Subcommittee of ITAC, Mr Donald YIP, Chairman of Automotive ITAC, Dr Ringo LEE, Convenor of Qualification and Training Development Subcommittee of ITAC, Ms Linda SO, Principal Assistant Secretary for Education and Ms Annie HO, Deputy Executive Director of VTC.


The RPL mechanism for these two industries is expected to be launched in November 2011 to enable employees to receive formal recognition of the knowledge, skills and experience they already acquired at work.

HKAPMC Luncheon on RPL

The Hong Kong Association of Property Management Companies hosted a luncheon on 19 April 2011 to introduce the implementation of the RPL mechanism for the Property Management industry. Nearly 60 human resources personnel from around 20 property management companies joined the luncheon. Most of the attendees were interested in the topic and were positive to the scheme.
